Civil Registry and Electoral Systems

Through the Organization of American States (OAS) Expertech Solutions has supported the planning, design and development, data cleansing and auditing of civil electoral registries in Belize, Honduras, Peru, Guatemala, Panama, El Salvador, Ecuador, and the Dominican Republic.
  • Belize, Honduras, Peru: In Peru, managed the Independent Validation and Verification (IV&V) and data cleansing of the electoral registries databases (padrones electorales). In Honduras cleaned, normalized, and consolidated the civil and voter registries databases. In Belize cleansed the voter registries and developed and implemented a modernized voter registry database.
  • Belize and Guatemala: Designed, developed, and implemented electoral and civil registry systems.
  • Honduras and Panama: Assessed architectures and infrastructures of Civil Registry systems and determined alternative solutions to improve and enhance customer service.
  • El Salvador, Ecuador, Honduras, Peru, Belize: Managed the OAS UPD teams that participated in the modernization efforts (as part of electoral assistance) of Electoral Organizations such as the Tribunal Supremo Electoral of El Salvador, Ecuador, Honduras; the Jurado Nacional de Elecciones (JNE) and the Registro Electoral of Peru; and the Electoral Boundary Commission of Belize.
  • Guatemala: Analyzed and provided recommendations for the modernization of the Supreme Electoral Tribunal's computing infrastructure. Conducted a diagnostic study of the information system of the National Registry of Laws.
  • Dominican Republic, Ecuador, El Salvador and Peru: Audited the electoral computing systems in several presidential and municipal elections; including the 2000 Peruvian election, which, based on our recommendation, nullified the reelection of President Alberto Fujimori.
